Accordingly, in order to support organizations in addressing difficulties arising from changes related to the restructuring of administrative units, the Committee for Foreign Non-Governmental Organization Affairs has recently issued guidance on adjusting operational areas, while also providing standardized application templates to streamline procedures and facilitate the completion of administrative requirements by organizations. The People’s Aid Coordinating Committee (PACCOM) has also closely coordinated with the Ministry of Public Security in studying and implementing procedures for electronic identification registration under Decree No. 59/2022/ND-CP, as well as preparing plans for specialized training sessions for organizations in the near future.
The discussion session at the conference focused on practical challenges, including changes in aid policies from several countries, adjustments to operational areas following the merger of administrative units, procedures for project registration, data storage, and electronic identification. Representatives of relevant agencies directly addressed questions and provided specific guidance, helping organizations better understand regulations and facilitating the implementation of their activities.
Representatives of foreign non-governmental organizations attending the conference acknowledged the efforts and highly appreciated the support provided by member agencies of the Committee for Foreign Non-Governmental Organization Affairs and the Viet Nam Union of Friendship Organizations over the past period. Many delegates expressed their hope to continue receiving support and information-sharing from relevant authorities in order to effectively adapt to changes both domestically and internationally.

Mr. Phan Anh Sơn called on foreign non-governmental organizations and relevant agencies to further strengthen coordination and information-sharing in the course of implementing activities, particularly as Viet Nam is undertaking the restructuring and reorganization of administrative units at all levels, reviewing the National Program on Enhancing Cooperation and Mobilizing Foreign Non-Governmental Aid for the 2019–2025 period, and preparing for the Fifth International Conference on Cooperation between Viet Nam and Foreign Non-Governmental Organizations. He noted that this would provide an opportunity to further deepen partnerships toward sustainable, comprehensive and inclusive development goals.
